It shall be unlawful for any person to willfully obstruct, tease,
taunt, torment, strike, assault, injure, disable, or otherwise interfere
or meddle with any dog while such animal is being utilized by the
Police Department or any officer or employee thereof in the performance
of any function or duty of such Department or of such officer or employee.
